How to modify percentage in weight (50%,90%)?

Hello my friends. I need a big help from you. 

When the penalty symbol appears for carrying 70% weight, he is not actually 70%. He's only at 50%. How do I fix this?
The description and icon are right, but they don't activate at the correct weight percentage

This is because of you are using renewal files I assume. Paste Pre-Renewal folder if you are using Chris Translation, read the wiki from his git

The description is now correct. How do I put the correct icon?

I managed to solve it, just put the icon file in the effect folder
