Problem opening the executable

I've tried with several setup configurations, and with several executable versions (hexed) but with everyone opens this way.

I used this date / emulator a few years ago and it worked normally

it is an old client (and an old emulator also 2009) both worked correctly together, I kept them here, because I stopped messing with this, but now I decided to open an old school server, and I have this problem.

if you are using old client.you should use the old setup.exe to make it work.

Yes, exactly, the emulator and the client were saved, both worked perfectly in the past, now this happens, I tried with other versions (compatible) and the same thing happens
