Full Offline Install Error

I followed Mr. Anaconda's instructions to the t about how to setup his offline private ragnarok server for single player. No matter what i do i keep getting this error? Seems like the char server can't connect to map server? Help?

did you already enable char_ip in map_athena.conf?

could you give the screen shoot, char_athena.conf, map_athena.conf and inter_athena.conf your server

sometime for first time application running in windows need to be unblock.

and then restart the server again.

Figured it out. I ran runserv.bat and it ran them all at once and messed it up. I ran them individually one at a time and it fixed it so thank you alot for your help it was something stupid.
