I ask because I'm using SDE right now and it's asking where my luafiles are located and both grfs contain these files, which is confusing me. Thanks for the assistance. Normal data.grf is for the standard non-test official servers. They're both read by private servers as the newer clients are RE (doesn't stand for renewal) so they can read all the new files that are added.
