How to add potion visual effect?
for example Image of White Effect and Potion Sound when use white potion.

if i recall correctly, these red/yellow/orange/white potion visual effect are hard-coded in the client itself.

for other item_db ... if you want to add the visual effect you can use the specialeffect script command.
