I know that the format is Item_group,itemid,rate

But I don't understand the rate number. At first I thought 14 was common, and then I noticed things like Old Card Albums at 1, so I thought that was rare. But then I see dead branches at 214 and I'm like... WHAT DOES IT ALL MEAN?

If I want to add a custom box using the same format (which I know how) how do I adjust the rates so that the rare items I intend to be rare are rare and the common items are common?

You can refer this topic to understand the most basic idea about rate.

However, I think you need to study more about advanced mathematics in case you looking for something really complex about rate depend on the scenario that you have.

Maybe, but I'll look at that reference first. This is something that could be either really simple, or really difficult. Thank you.
