skill Plagiarism as an item effect not working anymore

Is it really not working now? I was using this as an item effect on my server wayback 2010. Now i'm trying to use it again but it's not copying skills.

The plagiarism skill and preserve skill is already on skill misc tab but it doesn't copy skills casted on the user. I already tried different High Wizard skills(storm gust,lov,meteor storm, and the different bolts) but still no luck.

 

Are there any way to make it work again?
