CHARACTER_INFO size error for other players

Whenever players first connect to my server they can create their account and character but when they try to connect to the server they are stuck in a "please wait" screen until the server prompts that their session has been timed out.

After that they reconnect to their accounts and when the character selection screen is shown they get the CHARACTER_INFO error:

I do not get any of these when using the same machine as the server.

 

I've gone through the wiki guide on this error but my files seem to be right:
