Still- posting qualifications that you have could be a great start. We have seen alot people posting about "new project" , but all the project dead after few month without news ... or simply lack of commitment i guess? Just start the project and slowly gather other people to help you in the project, trying to recruit for people before the project started, I dont think it work well here...
