Vellum Arc Wand Effect, Impossible !

when stats for dex /int = 1, the cast is fast.. but when changed to higher dex/int , cast gonna be slow. can i know why is it happen ?
Update : Ive tried using normal staffs 2 slots and try for 1 stat for dex and int and also max stats 130 for both.. both give same results for casting time. LOL

Its happen if u use 2x belze, FAW 6 4 7 spells + Vellum Arc Wand (uncast if 1 stats) / TSOD + Skull Cap +5~9 (kk card) + Nid card or Sacra buff (uncast if 1 stats) 

Question!
If u have 1 int/1 dex - u have uncast.
But if u use this eq and max stats 130 int/130dex u have cast time~1 sec. Why?

U check in latest itemdb. the vellum arc wand script :

Please read again, it's bonus bFixedCast, not bonus bFixedCastrate  /hum 

And "Latest revision" is not a valid version number. Please avoid from using the word "Latest revision" and use the Git Hash instead (or minimal, the date).

 

For your second question about slower cast time on higher stats, please submit a bug report in GitHub Issue if you feel that's a bug /no1

How can we know your meaning if you didn't state it on your post /...

As for some people, latest revision is the time they use Pull/Fetch the repository.

 

So... If I use your context here (latest revision means i get the svn up at this time i post this issue. means latest when i post this issue), I can just pull/fetch the revision today, then I can make post on the forum/GitHub next week, so my latest revision is at the next week then? Because I didn't post on the forum today...

 

Another example, you pull/fetch the repo today at 12:00, then you post on the forum and use the word latest revision, then someone push some commits, then does it mean that your latest revision is really the latest /?

 

Sorry if I sound like rude or something, but people should really stop using the word "latest revision"  because it's incorrect and confusing for the one who read it  /hum
