Is it because of packet ver?

This is not my video but I'm basically experiencing the same thing

I have to refresh or move map to see it equipped on my screen

however stats do apply when clicked 

any idea?

set your client version.

 

For example, i have 2010-07-30 game client, so packet_ver for me is: 25
