I recommend install first mariadb (It's the same as mysql btw) and after validate that your connection works fine, install rAthena.

Start from 0 with your VPS and follow this guide: https://www.digitalocean.com/community/tutorials/how-to-install-mariadb-on-debian-9 After that you'll be able to connect to your DB from any sql client like navicat, I don't recommend use phpmyadmin.
