Although Ratemyserver offers a full list of downloads for the latest kRO clients, players (you) still must run the kRO patchers within the RMS download or try Ai4rei's patchers here. It is nearly impossible for us to help if we can't pinpoint the cause. That being said, the best solution is, tell them to patch their kRO and see if it still occurs.

You want the cooldown to increase slowly if they start spamming? (<--- This I'm not sure if it's possible. Haven't been around rA for sometime now)

The default doesn't allow Ka-type skills to be casted without a link. So if yours is working differently, that means someone touched it. Just grab the latest one from master in github and paste it in your db folder.

Sounds like you want a fixed cooldown? If that's the case, you need to edit the very last portions of the line. Follow the post above me, and make sure you are editing the right location (pre-re or re)
