I figured it out after days of looking for a solution. it's actually my own capacity by the way, I did use the Sader's garment file generator tool.

Do we still have this tool at the moment? can I have a downloadable link? Railgun Garment is total virus crap.

I tried doing the same thing and all my .act and .spr files are on my .grf still all the items are equipped but it doesn't show as worn (does not show up in character as worn ) What do you guys think is the solution?
