Does "Shield Charge" cannot block Emergency Call?

Does "Shield Charge" cannot block Emergency Call? 


i saw the paladin hit by using shield charge  the guild leader when the guild leader was casting EMERGENCY CALL.. but the guild leader still continue casting.. the shield charge wont cancel the Emergency skills.. is it normal?

Every damage should intterupt afaik unless the caller was deviotioned by a crusader
