Adding a Custom BGM to your maps

It is important for me to start off by saying I have read both of these topics [Topic 1] [Topic 2].

They say to edit mp3nametable.txt which I do not have anywhere. I've searched. I tried creating my own and that resulted in the one BGM I specified in the txt file to not play (even after adjusting the bitrate), and all other maps playing the title music.
