Will it be okay to use 2010+ RagexeRE client with the latest SVN Revision? I don't like the latest clients right now it has so many unnecessary buttons that are unusable. I am planning to make high rate pre-re server. Any suggestions on what client version I should use?

Yes, you can. You can also disabled the uneccessary buttons on the latest clients by Hexing. and for the 2010 client i suggest 2010-06-16 and 2010-07-30. You can make these client here
