Open your RO Folder and find DATA.INI.

Open that file via any text editor and check whether your translated GRF is up on the top of the list before reading kROs official data.grf and rdata.grf

 

As for example, here's my DATA.INI

 

GRFs 0-3 contains the translated GRFs which will be first read by the client before reading those other two below.

Download what GRF is most fitted to your client (2012 or 2013)
