PALADIN DEVO HELP

Hi guys,

 

Can you help me a bit about this problem of mine, i already did my best follow procedures but then it is still the same no effect. Why is it that PALADIN cannot use DEVOTION inside my pvp room even if they are in a party and also even if they are in a party they can still kill each other, can anyone help me with this ?

and if it looks like this :

then do it like this
