Cooldown skill doesn't work

I need a little help here ,

 

I was changed the cooldown time on a skill , but when i tried on the game it didn't work.

 

this is my script :

490,1000,1000,0,0,0,2000,0

 

It means , i want to give it cooldown for 2 seconds.

Should be 490,1000,1000,0,0,0,2000,2000
