Help for max lvl

hello guys im almost done on the server that im doing the only thing im confused right now is how to change the max lvl i cant understand the wiki at all im block at it ... any one can help me or explain me clearly pls

Read until you fully understand i think this is the most easiest one ( guide ) . Make sure you recompile your server for it to took effect

Even i give a guide here it will look the same as this guide there's no alternative for editing the max level of a certain server. So you should try and try until you fully understand that matter.
