Delay for Putting On/Off Equip

[Cydh]

Gives delay when player puts on/off equip. This delay is having an effect on same position of equip.

Example, I put on Hat then I try to put it off or put on another equip with same position (e.g. Cap), so your Hat can't be put off and there is message that show x.x seconds you must wait.

// Makes player has delay to switch equipment at same position (in miliseconds).
delay2putequip: 5000
// Only player with group level below
delay2putequip_belowgrouplvl: 100
