How do we change casting time

Im already search in all forum...
About how to change casting time for renewal 3rdjob?..?
I already change the berzebub card effect to 60% and in game im wearing 2 of them and im try to casting it and still casting.. Im trying to not wearing that berzebub card adn try to cast also be same result...
How to make casting time depend on card and little bit of dex?..?
