Patcher error, Client Full Screen problem

Hi I need some help right here,

Look, My developer created an 2012 client server and almost all went well, but regarding technicalities,

First: Whenever I am opening the patcher file it will give me this error:

But the patch works well it will proceed when you clicked Run as Administrator.

Second: Whenever I am opening my RO, an automatic browser will open, it's kind of distraction how are we going to fix this

and lastly, My client is always at its full screen whether you checked or unchecked the fullscreen settings in Setup.exe

BTW I am using the 2012 client

and I am using Vista OS,

My developer told me that his client works well

but my other tester has the same problem like mine,

I am asking this because I don't want to put too much work for my developer since he's really busy.

i think this problem only appears on vista users. since vista is not that kind of good system since it was built. vista is a incomplete version of windows 7. lots of limitations. it is better to run as administrator all the application you use to avoid any problem. if the problem still occur. you should contact your developer to make it compatible on vista os and other os.

is the EXE usable/ can be launched on it's own? Try launching it to see any errors.. It might be so the patcher is the application with the error not the exe.
