Question for server side.

been trying to get it so skills will be able to insta cast once the stats are high enough on the server

delay_dependon_dex: no

delay_dependon_agi: no

I have changed both of those^ to yes.. and tested for insta cast using my gm account, but even when stats are at 200 across the board, still can't insta cast at all. anything else I may be missing that someone can assist with?
