TXT support was dropped half a year ago: http://rathena.org/board/topic/57717-r15503-txt-save-engine-removed/

Can I skip that step? I think my IP (192.168.1.102) changes everytime I turn on my laptop.

Unafraid to face santions? There are reasons why rules/restrictions are set by schools. And rAthena wants its user to be more responsible. Unless they allow what you are about to do or did. There's no such rules (eg. playing games while in class) in our school. The only reason of the router's username/password is for security purposes alone. Almost all establishments have it on their wifi (router). Also, I just used school as an example of incapable of accessing router page. Also, what "MySQL" do I need? As I've seen on the video, Millenium used MySQL Query Browser. I googled it and found a 3mb installer. Is that enough? Or do I need to download other MySQL applications? And, what is the purpose of XAMPP? Thanks!

It is enough, just download MySQL Query Browser. The purpose of Xampp is to emulate your own hosting on your PC, in other words is making your PC act like a web server, so you can emulate server in your PC. Example, you want to create website, you need Xampp to create local-host on your PC. Basically Rathena is emulator for Ragnarok server, means you need local-host / web server to run the emulator itself (Sorry for my bad English). Hopefully this can answer you questions.
