Server Start error

Sorry i dont know if this is a Major problem or a small one but if anyone can help that'll be cool

Well heres the error

Make_connection: connect failed <Socket #3, error 10061: No connection could be made beacuse the target machine actively refused it

If you need more info like my inter_eathena.conf thingy or somthing else ill gladly upload the pictures also if you want to help me one by one add me on skype jordan.saga Thanks in advance you can also post here or PM Me:D

what you mean by restart?

i think its somthing to due with inter_athena.conf or one of this folders configuration anyone know:(
