2011-11-16 ragexeRE skill level usage problem

I am encountering a problem considering lowering/raising the level of skills

As you can see below, there are no < and > to the skill images. Even if I minimize the skill window, still, I am not getting the two directional buttons to lower a skill's level. Even if I scroll the circular controller on the mouse to lower/raise it prior to casting to a target, be it ground or a moving target, my client won't let me. I attached a screenie below.

Please help.

should follow a format like this
