Clothing Palletes Bug

First of all, i don't know if this is the right section of this topic.. if any mod can pls relocate this post.

So here goes my problem.. im running a server now.. and i tried to change its hosting.. and transfer the database.. but sadly, after transferring the database.. the color palletes of the character's clothing is able to only use 1-4 color pallete. and 5-200++ is like same as 4.. so what do you think is my problem here?

2) What are your stylist palette limits?

3) Do you have all the required palettes in your server GRF?

Edit: Ok i found it int the conf/battlle/client.conf

thanks a lot.. is there a way to load this new conf without restarting the server??
