I am not a Mapper but I am wondering is it possible to have moving/animated map xD

Nope. Everything is pretty much static aside from Water/Object Animations/Effects..

Ah ic Thanks for the reply so you can add only effects/animation such as fountains but nothing extraordinary,

Can you tell me what is the fullest extent one can do for effects/animation for instance if someone was trying to

hard to to do an animation effect what could be his potential limit.

Effects are hard-coded into the client to my understanding so you can't add your own effect. You can certainly edit the .str and effect bmp files in the datatextureeffect directory. Other than that, it's about all I know you can do. I know there are several custom client projects going on which can potentially provide the availability of changing/adding your own effects.
