Disabling Party Bonus if Same IP or Gepard ID

Hi, does anyone here have an idea how to disable party bonus if there are same Gepard id or IP in party?? The party bonus exp im refering is the one in party.conf ...

 

Please forgive me if I post it on wrong section ... 

 

I just need help thankyou
