Usable item by Time, please need your help :(

Hi,

i want to request item script that will only available in use for 9:15PM to 9:45PM

for example Red Potion can be used between 9:15PM to 9:45PM, that's mean if 9:46PM Red potion cannot be used or no effect when used.
