I think its not a bug.. 

set .checklevel,255; // Players Must Be This Level or Higher In Order To Broadcast

and for the zeny...

set zeny, zeny - .costz;

so far for me everything is working fine..

and for the zeny...

set zeny, zeny - .costz;

so far for me everything is working fine..

 

Well not sure, but when I first tried it, the npc was not working so I had to make those changes to make it work...

Maybe your not using rAthena? I guess?
