You need to use the correct msgstringtable.txt in your GRF.
What is your client date ?
You could try some of this msgstringtable.txt (find your own clientdate)

add   your selected msgstringtable.txt in GRF data folder

paste back the original files or you can copy it  here : https://github.com/rathena/rathena/blob/master/conf/groups.conf
 

if your ip and ports already inserted correctly, thats mean that vps have firewall or such thing that need to be disabled .ask your host

solved myself by using new revision
