Chain Lightning skill of warlock affected the stats by ASPD. where to edit to change the chain lightning to not affected by aspd?

yea i tried tiger cannon. 2 hydra carga mace damage 32k and without is 30k. i tested it on a player without item. is it right that the bonus is too little?
