Multiple effects based on a countdown timer

So I had this rough idea for a status :
 

 

Invul 2 Status : Reflect 100% of damage taken for 7s, after 10s receive 1.5x damage for 5s

 

 

Problem is as far as I know nothing like this exists, with a secondary effect taking place after a set time. So I'm wonder if this is at all possible and if so, how I'd go about accomplishing it. I'm not looking for someone to make it for me, just general information on how something like this may be possible. As it's a status it'd obviously have to do with a source edit, but if I can implement something similar in the form of an item script, that'd be nice as well.
