Hi ayennnnnnn,

You need to set up fluxcp on your computer with apache first. No-ip only provides you with a sub-domain to link to your computer's dynamic WAN IP.

Use XAMPP to set up Apache/MySQL on your computer; http://www.apachefriends.org/en/xampp-windows.html

Portforward port 80 on your router using the guides available @ http://www.portfoward.com

Then go to http://www.noip.com/ to set up an account and download the software

 

I'm sure you can find some guides already made here on rAthena; just use the search function.
