Red color/circle appearing in characters randomly

hi guys i had this problem ever since it randomly appears on players sometimes i'ts like a moonlit water skill of clown and gypsy or berserk skill sprite randomly appears on players. here's the screenshot. 

 

another issue is my cart boost says skill has failed even if it has a cart on it

 

did this ever happened to you?.. i think i found someone posting the same problem as mine but i think that post still doesn't have answer

update: i observed that it only appears on characters that has a guild.. 

 

by the way i fixed the cart boost problem.. it's a packet problem
