guildlock & partylock command Request

Hi, i would like to ask for a Guildlock & Partylock

- Locks all Guilds, simply means, restrict everyone to add members remove members and add ally whenever the guildlock is on. with broadcast "Guild Lock Enabled"

- Unlock all Guilds, Return to Normal function with "Announcement/Broadcast" Broadcast "Guild Lock Disabled".

 

@partylockon - @partylockoff

-Same as guildlock function but uses party.
