Increasing level of a skill (more than standard)

I'm wondering why if i use lvl 10 soul breaker it works fine , but when i use lvl 11 soul breaker it becomes a short range attack ( i mean that my char goes near the enemy and then it use soul breaker)

Actually it's for every skill i use as (shield chain lvl 6) and so on..

Lvl 11 heal ...heals 9999...

Can anyone gimme an explanation or tell me how to solve this?
