Here is my actual problem.

Command !who displays characters name like this :

??????

??????

2 players found.

Strange, or totaly normal ?

Did I miss something ?

No tengo idea. Intenta dandole click derecho al jugador e identifica su ID account, busca en la base de datos y verifica el nombre de su personaje. Si su nombre contiene caraceteres poco comunes e in-game se ve como ??????, intenta cambiando el langtype en el clientinfo.xml y/o desabilitando la opcion de usar caracteres poco comunes para los nombres en el emulador.
