general fixed standard dalay

Good afternoon everybody!
Guys, I have my server offline
I'm trying to configure the following things...
I would like to set a general default dalay, to avoid macros etc.

I tested these two lines below but there was no change in the game.

I tried using the script below but it didn't work, does anyone know a way for me to standardize the game's general dalay?

have you tried putting cooldown in skill_db.yml?
