enchantment doesn't work

what's up group!!!
I'm having a problem on my server.
Has anyone experienced this or know a solution?

I can't use the elemental converters, I click on them and nothing happens.
Another enchantment that I also noticed isn't making any difference is the "magnum break"
It doesn't make any difference when you use it.
