Figuring out how to connect to local server.

I am trying to figure out how to connect to a server that is running off of the same pc i am trying to play the game on any help would be nice...

I have every program for chat if needed

 

I downloaded the kro_fullclient 2019 have the 2019 ragexe I'm able to launch the game all though its in korean try to connect to the server but disconnects me as attempting to connect.

NOTE: first rag server any help would be appreciated.
