Which of those would you want : Quote A "Gift NPC" that gives an item to players, and GMs would be able to configure the item that will be given BY the NPC. or rather: Quote A "Crafting NPC" that makes an item out of other items decided by GMs ? Whichever, (even a mix of both) it's doable. You have to consider though that the item that you want to create must already exist in your item_db, so the "can add a description about the item" might not be a thing even more when you consider that item descriptions are on client side.
