Add new shortcut bar to old server?

Hey guys,

 

I'm using pretty old server software (pre-renewal), but there is one feature I really would like from renewal: the revised shortcut bar that allows you to have 3 bars on-screen at one time. How would I go about implementing this feature in a pre-renewal server where it doesn't come standard? Any help is greatly appreciated.

What defines that feature is the Client date.
It's not possible to use the new Hotkey bar without updating the client itself.
