Is it possible to enable Sniper Card effect on all skills ?

I don't know if I am posting this on the right section so I apologize in advance and I would appreciate it if you can move this in the correct section.

 

Anyways, I want to ask if it's possible to enable the Sniper Card effect on all skills (eg. Storm Gust, Fire Bolt, Acid Demonstration) instead of just Physical Attack ? If so, can someone please help me.  I appreciate any help.

It is possible but you will have to create a new effect such as "Spell Vampirism" or something like that which needs source edits and db edits. I'm not sure where to point you to but at least I'd let you know that it is possible.
