[Merging 2 .act&.spr file into 1]

Context: I'm trying to merge a fairy ears headgear into a blinking eyes headgear. I notice the lining only happens when I merge it.

Can you teach me how to merge 2 sprite into 1 just like you did?

I tried to look everywhere on act editor V1.2.8. but couldn't find any merging tool.
