so what are the exception to the rule of neutral barrier? i see this monsters 3 or 2 cell ranged atk, are they excempted?

does neutral block any kind of ranged attack even if the monster atk is just 2 cell based? i saw a video in youtube but it is 2009 all attack of monsters in thor 3 misses.
