How to make visible my announcements

Hello, I need help from someone to explain me how can i make my announcements to be visible to the top of the index.... So Everyone can see them?? I'll appreciate your time to explain me. Thank you and sorry for any inconveniences.

Yes! I just was searching out about these settings and all of the above you written are activated.... And when i make an announcement is it vissible only to the Moderator CP....
